THE NEW GARRETT 20-20 COMPREHENSIVE PLAN
The City of Garrett, Indiana Common Council adopted the new Garrett Comprehensive Plan, "Garrett 20-20," at the June 1, 2010 Council meeting. Following is a summary of the changes that are part of the new plan, plus the plan index.Comments regarding the new plan can be provided to the Garrett Planning Department at: planning@garrettindiana.us
INTENT
- Revise plan to make it more accessible, concise and practical, both the hardcopy and web versions.
- Draft development policies that take into account changing economic and technological climates.
- Include support data (GIS maps, Census data, utility data) by reference only. Said data changes over time. Changes in data should not require amendments to the Plan.
- Concentrate on policies (how development and capital improvements will be considered and reviewed).
CHANGES
Chapter 154.03 – Government Operations and Structure
- Revise or delete utility inventory data. Incorporate by reference only.
- Remove references to plan jurisdiction.
- Remove soils data, cite as a data resource.
- Remove references to “Incorporated Planning Areas.” Planning, development and public works policies typically apply to the entire City.
- Development policies – review and revise as needed.
- Chapter 154.05 – Demographics
- Cite resources and relevant data by reference.
- Evaluate and summarize demographic trends.
- Note application of Census data in forming development policies.
- Reference resources, local and area economic development organizations, programs and operating agreements.
- Form policies for economic development and tie said policies into land use development policies.
- Chapter 154.07 – Public Works
- Reference existing Capital Improvement Plan and CEDIT Plan.
- Establish Thoroughfare Plan.
- Establish development-related policies for Utilities, Police & Fire, City Administration, Solid Waste and Streets.
- Brief review of financing options.
